Devon NHS publishes ‘Case for Change’

Today sees the publication of a Case for Change document that sets out the key issues and challenges facing the NHS in Northern, Eastern and Western (NEW) Devon.


It has been published as the first stage in the Success Regime programme, which began gathering evidence in the Autumn. 


The Case for Change comes less than a week after the national report by Lord Carter into NHS productivity and performance.


Commenting on the document, Ruth Carnall, Chair of the Success Regime in the NEW Devon area, said:  “There are some excellent NHS services across the county and we know how highly people value them. 


“However, we also know that people’s health varies greatly from one part of the county to another, as does their ability to access some services.


“Many people spend too long in hospital and could fare better with more support in the community.


“Financially, the NHS is also living well beyond its means.  By 2020, the NHS in the NEW Devon area will face a deficit of around £440 million if it continues as it is.


“The publication of the Case for Change is the start of our engagement with people about what needs to change and why.


“All of the local NHS organisations, and local authorities, are committed to working with each other to deliver system-wide improvements. 


“It is important for people to understand the pressures on the NHS and to help us to plan how to maintain and improve services whilst meeting our financial obligations.”


Last year, Northern, Eastern and Western Devon was one of three health economies identified nationally for the Success Regime programme. 


The other two are Essex and North Cumbria. The Success Regime is a collaboration between the NHS Trust Development Authority, Monitor and NHS England.


The NHS Five Year Forward View, published last year, sets out a vision for the future of the NHS, including how it will need to change to meet the increased demand on local NHS services.


NEW Devon’s case for change will now be discussed at the following NHS meetings, held in public.
